With feral spec you can do melee DPS in Cat form and tank in Dire Bear Form. Your casting DPS and healing will be relatively weak due to lack of relevant talents, but with good gear you can play those roles on TV in a pinch.
With balance spec you can do caster DPS in Moonkin form. Decent healing too thanks to mana regen talents and +spellpower gear. Again, your melee combat, in both cat and bear forms, will be pretty weak due to lack of relevant talents and probably gear.

On paper it looks like its a far better choice than arcane shot as the 30 bonus from RAP means that it probably does more damage, and at 99 mana compared to 171 (efficiency). However, where it falls down is that it doesn't ignore armour like arcane shot, and it doesn't get a bonus from Rapid Killing.
